most people down in the south here would say walking around NYC at night isn't safe. is that true?

I think that is one of the great misconception of NYC. You just have to be aware of where you are and know the area you are walking in. Not everywhere is safe, but that can be said about any city.
Walking at night in neighborhoods I know is one of my favorite things to do actually. You never know who or what you can see, bonus if you can capture it on film!
