Quite odd, what film was it, and how did you develop it?

@adash: it was a roll of rollei retro 400, and I think I didn't develop it long enough. I might have been too cold the developer. it's the same kind of black and white developer I usually use and I have never had this problem before.

Retro 400 has never let me down. Actually no fresh film that I have purchased both locally and from abroad has done that....
What developer are you using? It is possible that the developer is already extinguished....

@adash: Well i am not sure about the freshness of the film. The developer is almost new it has only developed one other film in it, it might be the fixer it is older.

Hm, you can diagnose the fixer, as it removes the milky white anti-halo layer. From milky white or mate gray, it should become crystal clear after fixing.
